The Rotwood Staff can be obtained two ways; Crafting or Converting.

Converting

First, you need to obtain Compasswood Staff, then take it to the Necropolis located beneath the Blue Chamber in Berg. Interact with a large blue tree at the heart of the Necropolis while having the Compasswood Staff equipped to obtain the Rotwood Staff. This location becomes available after the player's third faction quest (or during it, for Blue Chamber).
