To obtain the Pet Shark skill, interact with the fish statue in the middle of Cierzo between 15:50 and 16:00 (3:50pm to 4:00 pm) in-game time, while facing west (standing on the eastern side of the statue).
The skill was discovered by solving a community puzzle involving the Rune Alphabet, which started before the game's release. The first hint was about 12 minutes into the Outward Demonstration stream on March 6th, 2019[1]
