Blue Chamber Scout is a NPC in Outward, found at the Ruined Outpost in Abrassar during the quest Sand Corsairs.
Description[]
The scout is operating under the command of Sagard Battleborn, following orders to attempt to starve the Slums of Levant by intercepting their caravan traders on their supply routes. The player can bribe him, invoke a Tribal Favour or face them in combat in order to extract the information from him.
