Balira is an NPC and potential enemy, involved in the Vendavel Quest.
Description[]
Balira is an Ice Witch, and one of the three warlords of Vendavel. She can be found on the very top floor of Vendavel Fortress, by following the stairs that branch up from the main hallway, and ascending the elevator. If the player pretends that they want to join the forces of Vendavel, the guards will instruct the player to speak to Balira, so that she can assess their worth.
She is not initially hostile when first approached. Balira will tell you a story about her abusive husband who she was forced to marry, and that her soul is connected to him through dark magic. If you resolve this part of the quest, her portion of the Vendavel Questline will be completed without having to engage in combat.
Combat & Tactics[]
Balira is primarily a Frost based enemy, but can also attack with melee in close range. Like most Bandits, she is vulnerable to Decay. She is also vulnerable to Fire.
Balira has knowledge of several skills:
- 3 Frost bolts which deal 50
Frost damage and 40 Impact, - A Lightning explosion which deals 50 Lightning damage and 50 Impact.

Trivia[]
- Prior to her marriage, she was apprenticed to Adalbert the Hermit; Adalbert reveals this if he is spoken to after the player takes on Balira's request.
