You will receive this quest if you are defeated by The Wolfgang after negotiating with the Immaculates during A Knife in the Back.

You must speak to Sekiguchi Meiko, Provost of Mercantile affairs in the Harmattan market about your ransom repayment. In return for paying your ransom, Sekiguchi asks for 1x Boozu's Hide.

Bring 1 Boozu's Hide to Sekiguchi and she will lift your ransom. Alternatively, you can hand the evidence from Purifier into her and she will also lift the market ban.
